New year celebrations to be only till 12:30 AM

Mangaluru: As per the guidelines issued by the office of the commissioner of police all the party's and functions pertaining to the new year celebrations should come to an hault by 12:30 AM.
In the fresh guidelines issued to the Bar's, Pub's, restaurants, institutions and the organizations the commissioner R Hitendra has issued the following guidelines to maintain the law and order:
1. The new year functions being organized by hotels, restaurants, clubs, resorts, and other entities within the city within their premises on the night of December 31 should make sure that these programmes come to an end before 12.30 am.
2. Restaurants and hotels where liquor is served have to compulsorily obtain written permission from the excise department if they propose to hold new year programmes over and above the normally permitted hours. A copy of such permission should be given to the police station having jurisdiction over their area.
3. Even when permission from the excise department is obtained, new year programmes should be concluded before 12.30 am that night.
4. In case of new year programmes arranged in public places like bus shelters, public parks, stadiums, railway stations and other public places, smoking and consumption of liquor stands banned.
5. Whenever entertainment programmes are organized in public places, licences/permissions etc from concerned departments should be obtained as per law, and programmes should come to an end before 12.30 am.
6. Students and youngsters should never behave indecently in the roads in the guise of new year celebration. Wherever indecent behaviour is noticed, the concerned will be acted against.
7. Owners/operators, management, managers, etc of hotels, restaurants, clubs, resorts, etc wherever parties which begin on the night of December 31 are proposed to be held to celebrate the arrival of new year, have to apply to the office of the police commissioner before 4 pm on December 31 and obtain prior permission for the celebrations as well as use of microphones. When using microphones, they should ensure that the microphones cover only their respective premises. They also should take all precautions to ensure that no untoward incidents occur.
8. Obscene, semi-nude or nude dance, gambling etc in the guise of cultural programmes have been banned. A workforce has been formed to stop harassment and obscene behaviour in the name of greeting girls and women.
9. People moving about in the road during the new year celebrations on December 31 night should not be forcibly stopped, and they should not be disturbed in the name of extending greetings against their wishes.
10. A rapid workforce comprising traffic police and specialists has been formed to keep vigil over those who drink and drive. Steps will be taken against those found to be driving in a drunken state.
11. A taskforce of traffic police and specialists has also been created to keep tab over wheeling of vehicles and drag races, shouting, high speed riding of vehicles, and noisy engines.
12. Liquor consumption and obscene behaviour in seashore, beach area etc are banned.
13. Unauthorized gathering by one person or crowd in front of houses, student hostels, working women's hostels, hostel compounds etc, behaving obscenely and indecently, forcible greetings, drinking in roads, throwing of bottles etc have been banned.
14. Bursting of crackers and other explosive materials in a way that disturbs peace of public has been banned.
15. If any law and order problems occur, the applicants will be held responsible and legal steps will be initiated against them. Programme organizers need to strictly comply with conditions stated in the licences and permissions. They have to take precautionary measures which may include fire extinguishers, ambulances and other arrangements which may be required in case of emergency.
This will be a major setback to the major clubs and the pub's in the city which have already sold tickets for the new year eve party's. Even the youngsters who are used to the late night party's till the next morning have expressed their sadness on the guidelines.
